 Testing electric water heater thermostats

Is there a time efficient way to test an upper thermostat to see if it is switching when wired for non-simultaneous operation? The lower thermostat is pretty quick to test, but I didn't know if anyone even bothered to test the upper due to price and the time it takes.

You test the element to see if it has power, then rotate the dial up, or down, depending on the water temperature, to see if it turns off. And while it is off, you test the lower element to make sure it is NOT operating.

There is no 'quick' way I am aware of for testing the upper thermostat on a cold tank of water.
