I have a new shower with a moen valve that is only giving a trickle of water. It is a trickle for both hot and cold. I pulled the shower head off and it did not help. I pulled the cartridge out and there is lots of pressure going to the valve both cold and hot. I got a new cartridge and it did not help.

I haven't installed a Moen in years, but do they have plugs in the supplies for rough installations that could have been left in place by accident?

Neither of the other replies address your problem, because the first does not exist and the second would not cause your symptoms, (besides being a very poor installation with a Moen valve).A stuck spool would only limit the hot OR cold, not both. Therefore, it seems like your problem is in the faucet body itself, usually right at the point where the flow goes down to the spout. You might try removing the cartridge, capping the shower arm, and then blowing into the spout connection to see if anything comes out.
