the right angle piece sticking out of the wall is a shutoff.
remove the cover and below it will be a screwdriver slot.
that is the shutoff stem. turn it clockwise to shut the water.

If you are lucky, it may even work. If you aren't, you may have to shut the building down and rebuild the stop.

You don't have to "turn the water" off to clean the toilet. Just use a wet/dry vacuum or a sponge to remove the water.

A Delaney FlushBoy? Depending on its age, I would consider a complete rebuild, including a handle rebuild kit. You can visit Delaney's website for the repair and parts manual. Just follow the instructions...
