I receive my water from a rural water district. I am currently only getting about 20# of pressure into the house and out to the barn. I know that I need to add a pump and pressure tank (plumber says and water district will not increase pressure). If install the tank and pump inside the house will that also increase the pressure to the barn? Water line t's off incoming line to house. I know that I would have to install some type of back flow preventer on the line coming directly off the inlet from rural water. Any recommendations on pumps/tanks/ sizes.

A Goulds 1/2 h.p. jet pump and 20 gallon WellExtrol pressure tank would be a good choice. You'll need a check valve at the inlet of the pump. It won't help with the barn water pressure though. You would need to either feed the barn with a water line from inside the house, or move the check valve from the pump inlet outside past where the barn water tee's in.
