If you cut off a fitting and there is still some dried primer and glue residue on the pipe, is it possible to reapply primer and glue over that residue and make a new joint?

Yeah what I would do is go over the area with a piece of emery cloth.

I would scrape or sand the cement off to give a smooth surface for the new joint.

Generally how strong are PVC joints? Ive wondered this while applying pressure to fittings when making repairs.... is it possible to break a fitting downstream like this?

Silly question I know.

Ask Sum, he can tell you. And with which glue. And whether primer makes the joint stronger.
