I have an Ifo 3180-0017 round bowl toilet that's about 25 years old. It is frequently giving us trouble because after flushing, the water "runs" a lot until we fiddle with it or turn off the water and try to fix it (very hard to do) so the stopper catches better.
Is there something we should do to fix it? Or just get a new toilet?

For its time Swedish made Ifo toilets were top quality and great flushing water saving toilets. I owned one for ten or so years starting about 30 years ago.
Today's toilets now are also great water savers and so it's for you to decide if it's worth trying to fix your Ifo toilet or not. Comparing hassles of getting parts, the design and looks of your unique Ifo toilet and the price of a new toilet.
Recognize that many Ifo model toilets didn't have a 12" rough-in (meaning the center of the drain was much closer to the back wall than 12" ) and so IF you have one of those models that didn't have a 12" rough-in it could you cost a lot of time/effort/expense to convert your drain to a standard 12" rough-in toilet.
Parts haven't been available for many of the slow moving Ifo models for a very long time however if you have a Cascade model Ifo (like I did) you probably can still get many of the parts for yours and if you replace the malfunctioning parts most likely your Ifo toilet will continue to flush well for many years to come.

Looks like IFO left the North America Market back in 2012. Parts to perform necessary repairs will be very difficult to obtain unless you know a previous dealer that stock piled in advance.
IFO does have a website on the internet and you can contact them direct, if you so choose.
Best Wishes
