Have a pipe in the basement that I'm not sure about. Looks to be made of quite thin plastic. I Can push the sides in with my fingers if I push hard. Would like to cut it down flush with floor. Any thoughts would be helpful.

what I think you are looking at is a protector for a pipe. if you cut it there will be a pipe inside it.

It's too close to the wall for a toilet stub, but that might have been the original intention. Carefully cut the bucket away so we can have a look at whats underneath so that we can give you further instructions.

It looks like a bucket turned upside down to cover a cleanout possibly. I would give it a smack first to see if it dislodges and pulls out. That isn't pipe at all, just a bucket of some sort.

A capped pipe sticking out of the floor could be intended for anything. It might even be a radon gas stub out.

Thanks for the advice all. I cut the cap off and looked inside to find no pipe for the cover. Just a hole with some concrete a little below the basement floor. Since it already had concrete in it, I just cut the lip of the cover flush with the floor and filled in the remaining 6 inches with quickcrete to make it flush.

Hope you didn't just concrete in your cleanout or a backwater device. That wasn't a pipe… I suspect that concrete went under that bucket and covered something it shouldn't have. I live in Iowa now and can't believe some of the stuff I see here………..

Well, I can't believe someone went to the trouble of installing that if it had absolutely NO function. But, if it did, you killed it.
