 Hot water in cold water faucets

Just finished visiting a friend in AZ, and in our bathroom (5 bathrooms in the house), the cold water faucet on the sink, and bath tub were supplying hot water... and I mean hot water. I also noticed the stool tank was even warm, implying that hot water was filling the tank too....

I would run the cold water for almost 5 minutes before the water temp would start cooling off.

The owner said that noone Previously had ever mentioned the cold water being "hot" in this bathroom...

My question is, is it possible for the hot water from the water heater to be directed into the cold water line (eg. some sort of plumbing arrangement, valving, etc.)? The other faucets in the house were not exhibiting this problem. I should also note this bedroom is on a separate water heater that services the laundry room and the kitchen. I did not notice the "Hot" cold water in the kitchen...

Thought I'd see if I could provide the owner some possible solutions to this problem...

most likely the shower valve is allowing crossover

It is VERY possible the installer ran the lines "backwards". I found it like that with one customer and it had been like that for many years.
