 My water tank is leaking water. 3 plumbers came and went and couldn't fix my problem

Ok so I have 3 water storage tanks at my house.

1. Tank A (Probably 150L - 200L) is at the lowest height and gets filled first.
2. Tank B (200L / ~44 Gallons) is at a higher height than Tank A and starts getting water after Tank A gets filled completely. At this point, water somehow doesn't overflow from the Tank A and Tank B starts getting filled with water.
3. Tank C (>200L)is at the highest height and starts getting water after Tank B is filled completely.

This system allows water to move only higher (Tank A -> Tank B -> Tank C). Here are some pictures of the system.

This is Tank B. The water comes in from the lower left pipe and goes up to Tank C from the higher pipe.

Tank B operates using this system. I'm not sure what it's called


Now, here's the problem. After water starts getting filled in Tank B, although it supplies water to Tank C when it is full with water, Tank B keeps getting water even after it is full and the water keeps overflowing through the tank. This shouldn't happen. As soon as the water in Tank B gets filled completely, it should supply the excess water to Tank C and any overflow should occur only from Tank C. However, right now, excess water is overflowing both from B and C. This shouldn't happen in B. What might be the problem here? confused I've had 3 plumbers come in and leave after fixing the issue temporarily and the problem reoccurs within hours.
