I am planning a wall hung sink and want to use a pop-up drain and bottle trap. I want this to be as close to the sink as possible. Pix I have seen show them right below the sink.
The pop-up drain pipe is approx 7" in length. Is this something I can cut to make it shorter?

Yes. You can cut it as short as it needs to be, provided that you can still firmly attach the trap to the drain. I recommend lining everything up and marking the minimum and maximum pipe length with a marker onto the popup before you attempt to cut it. If you cut it about a quarter inch above the maximum pipe length that the trap will allow, I have found that to be optimal for P-traps.

The pipe opening in the wall will determine how close it is to the sink.

waste 16" above finished floor
this will enable ANY standard basin and any standard faucet to be properly installed
the 'trim' will be cut as necessary

He WANTS the bottle trap to be as close to the sink as possible, so that drain height may not be ideal for HIM, but unless he is installing the drain line, he has to work with what he has.

I have no problem with your dimensions, but he specified that he wants the trap to be a close to the sink as possible, and for that to happen he needs a specific dimension for the pipe in the wall.
