 Exterior Toilet Drain Line

I want to install a toilet in my upstairs bedroom. I was told that I cannot connect to the 3" vent line for the downstairs toilets. the main reason being that a vacuum will be created when we flush the upstairs toilet which will cause the water to be syphened from the downstairs toilets. also that any home inspector will not pass the permits with that kind of configuration. He recommended that I run a drain/vent line using the exterior cleanout port, up the exterior of my home directly to the room in question.

has anyone ever done this before? I cant seem to find any information online about this. what should i be worried about with this "exterior" drain? Any information would be helpful.

I have never heard of anything like that. How many toilets are connected to the current drain stack in question?

That is how bathrooms were installed in houses that originally had no indoor plumbing. I have seen exterior stacks freeze up in winter due to a leaky toilet flapper or dripping faucet. Usually some sort of "box" was constructed around the stack to insulate it.

if you tie into an existing toilet drain and the tie in point is between the existing toilet and its vent then that person is correct.
tie in downstream of the existing toilet and its vent and you are OK.
