When I flush the toilet the water rises then goes down half way and stops... there is nothing in the toliet bowl!? How do I fix it? It has been happening for the past week"

The water level in the tank is way too low. I don't know why that would change, or with that particular fill valve,if, it is adjustable. If you are handy, replace the fill valve with a Fluidmaster 400A. If you have a plumber come, ask him to please make sure the yank bolts are brass, and not steel, while he's working on the tank.

On top of the fill valve, is there a name on it? The fill valve is the largest piece to the left, with the hose attached to it.

Toilets work using a siphon. If you don't get enough water to start the siphon, it won't remove solids. Even with a drought going on, your toilet needs water to operate. You would actually be using less water overall if the toilet flushed correctly and only needed flushed once. If the toilet has been this way for some time then it may need to be cleaned out using a closet auger before it will work properly as well.
