My main water shut off valve has rusted tight. It is outside the house 2 feet down and I use a T iron handle to turn water on/off. I recently had a leaking faucet to replace but cannot get the valve to budge loose with anything! The water company told me its my problem to fix or repair. They did dig a hole in yard to find there main shut off and there was non, now we are both confused what to do. I pay for a private well not city water. I need to have this taken care of and change out my faucets. HELP

put an extension on the T-handle wrench and use more leverage.

If you are on a private well, you can simply shut off the power to the well pump and drain the water from the house at the lowest point.

since we are not there and you have already had the water co. check it out you now need to call an actual plumber
ps. I assume you are on a 'shared well' common water system and can not merely turn off the power to the well
