I have a toilet on 2nd floor that swirls and fills but won't empty. My washer drain in basement is always full of water and drains so slow it overflows. Removed toilet and nothing is clogged there. Snaked basement drain with 40ft of 1/2 in cable and got nothing. Outside clean out and found a board about 4ft down. Don't believe its in the drain pipe. Any ideas what's going on

The problem with a second floor toilet is almost ALWAYS in the toilet itself, not the drain line. The washer drain is a separate problem and needs snaking.

Auger the toilet. Your washer drain should always have water in it, it has a trapway full of water to stop sewer odors. The line needs cabled out if the washer drain itself is overflowing. If your 'washer drain' is a floor drain, you could have a partial blockage of the main sewer line. Both problems can be solved by an experienced drain cleaner. As for the board in the outside clean out, it could be the culprit if it is in the flow of water and not stuck on a sweep above. Either way, get someone out there that knows what they are doing, and leave the rental drain machines at the hardware store.
