We have a retail business and had a plumber put in a public bathroom there. I want to replace the current, 'normal' sink faucet with a metered one, however the connections are covered with the plastic covers as shown below. They are sealed at certain points in the back. I can see the value of these covers but can someone tell me how I can safely remove and then replace them after I install the new faucet? Thanks.

They "snap" together either with ties or velcro. As far as the faucets, the "round" cover should pop out so you can operate the valves to turn off the water, which is all you have to do in order to change the faucets.

Greetings and congratulations on your retail business. Your plumber installed commercial washroom ... hopefully was installed per the building and remodeling plumbing codes in your community. I also hope the faucet you replace... is also designed to be operated with a closed fist for those with physical impairments or ADA.
Those "coverings" are designed and required to protect those using wheelchairs and your washroom faucet and sink. The plastic covers, protect the knees from being skinned, scraped or injuries.
The old covers can be cut with a blade or cutting device and re-attached using tape or plastic lok-ties.
Make sure that your new faucet is also protected from excessive hot waters too.
