Currently my sink shut off valves run through my bathroom floor and base of my vanity. My new vanity has a drawer at the bottom and obviously the shut off valves would need to move or be diverted to run behind the vanity in the pre cut open hole. Is this an tough task and something someone handy be able to do or best left to someone versed in plumbing???

Looks to be copper from the faucets to the piping in the floor. Piping in floor is copper as well

you might be better off changing from copper to pex. you'll have to cut the copper back to a certain point and solder on adapters. from there it is relatively easy to run some pex to the new locations, stub out some pipe and use compression stops for inside the vanity. pipe, fittings and crimp rings are available at the big box stores. an inexpensive version of the crimp tool is also available..

Is there room between the finished floor and the bottom of the drawer and also between the back of the drawer and the back of the cabinet?

"Somewhat handy" can have a lot of interpretations, so we cannot tell if you have the experience, ability, and resources to do it or not.

There might be 2-3 inches between the floor and the actual bottom of the drawer, I will have to go take a second look. As far as between the drawer and the back I do not believe so.

Expererience wise I would say very little. Never really worked with any type of plumbing. Ability wise, I tend to be able to figure things out once working with something, would rather learn how to do something, attempt and figure it out if possible. Resources wise I am sure I can come up with the resources, trying to do as much as I can without having to use a contractor to do my whole bathroom remodeling.

if necessary bring the drawer to a mill shop or cabinet co. and have it made 2" 'shorter' giving clearance behind for the vertical piping
