 Any Delta guys out there?

Hello, I just installed a new Delta shower valve on a remodel I am doing and it seems that I could have a problem. Let me first say that I do not have the hot water hooked up yet in the house but I do to the valve. I can turn on the valve all the way to the right (cold) and nothing comes out but then start to turn the valve back left towards hot slowly and I start getting water but not full bore. Then I turn slightly more like more hot water and it stops completely. Does the balancing valve inside not allow water to flow if the valve does not see pressure on both sides or can I be looking at a faulty valve??

You need pressure to both sides of the balancer.

It is a "pressure balancing valve", so if one side has ZERO pressure, it will make the other side the same, and thus NO WATER.
