 B.K. Mueller ASSE 1018 Frost Free Sillcock

I have a leaking B.K. Mueller ASSE 1018 Frost Free Sillcock. The house is about 15 years old. It's leaking out the flow opening, not the breaker valve or the handle. My plan is to replace the rubber gasket at the end of the stem. I have removed the handle and packing nut in an attempt to remove the stem but the stem will not unscrew. Any clues as to why it won't come out? I have a picture showing what I have romoved so far but not sure if I can post it here.

Remove the next hex on the end of the tube, and pull it out. Get a cartridge from Mueller. Search "repair" for that item. YouTube has videos.

I wasn't sure that was removable. I tried and it wouldn't budge so I assumed it was only there to grip the body. I'll try again.
