 this may sound silly..

I am a female living alone at the moment. I had a friend come by and fix a leaking pipe that I had going into my washing machine. He replaced everything..but at the bottom of the spigot where it screws in, over this white ring its letting out a little water still. I had the water company turn off the water again. Do I just need to screw it in more or something..I'm afraid to mess with it because I might mess it up. Any help for a brain dead girl? Lol.

As suggested, post a picture. I can't imagine that you have to have the water company turn off your water to fix a supply for a washing machine.

Is this a house or apartment?

It is probably the connection between the water line and the washer shut off valve. It may just need to be removed and more tape or dope applied to the thread, assuming he used any.

Agree with HJ. It could even be as simple as tightening the supply hose connection just a tad more. It is easier to just shut off the washer supply valve to service the hose connection rather than have the water main shut off.
