I have a bathroom in my basement and there is a shut off valve in the floor to turn off the toilet plumbing. The shut off valve has worked in the past - I have turned it off when there have been large rain storms and street flooding. I have not had any problems with sewer backup, but many houses around me have. Yesterday we had a very large storm and lots of street flooding, I turned my shut off valve off but my toilet still backed up. Not a lot of sewer water, but some. Is there any other reason other than the valve is not working? Can I test the valve to see if it is working? Is it possible to replace the valve without digging up the concrete floor - it is about 12 inches down in a hole. Thanks for any help/suggestions.

Many of those valves are combination "shut off" valves and back water valves. If something gets into the seat it can prevent the valve from closing fully, but often when it is opened again it gets flushed out.
