Have a PP tub/shwr valve (w) diverter plumbed in shower stall. Plumbed shower head primary,diverted to personal shower. This system is over 20 years old. The home owner says it just started the promblem of not being able to mix a useable temperature. It's hot or cold.There is good volume to both hot and cold.I installed new hot,cold,and diverter stems,but it still will not mix, it's way hot or way cold.I would to know if anyone can tell me if I install a tempering valve on the H & C lines to the valve will that take care of the problem? I would rather not open outside wall and change to new valve system.Has anyone run into this?

Have you checked for a cross-connection elsewhere in the house? Shut the supply off to the water heater and see if you get water out of any fixtures in the hot position.Does the house have a recirc system?
