 hot water volume decreases when a cold line is running

I was told by a customer that when she takes a shower(2nd floor), and a toilet is flushed and/or someone uses the laundry tray (basement), she loses some hot water volume. I told her to use another shower on the 2nd floor and let me know if this happens there too, and she says no.

So then I figured it may be the Kohler shower diverter cartridge in the bathroom shower so I changed it. No luck.

I don't understand why one bathroom is fine and one is not, they're both on the 2nd floor. Any ideas? Could it be something with the water heater?

Did you change the black "pressure balancing unit" UNDER the valve unit?

Yes, both the cartridge and pressure balance unit are new.
