 Hot water valve won't stop turning (water won't shut off)

My kitchen sink has a constant drip (to the point where it's just a steady stream), and I was going to try fixing it by just replacing the O rings and seat washers in each handle. However, before I could get that far I ran into trouble while trying to turn off the valves under the sink. Both valves were very hard to turn without a wrench, but I managed to turn the cold water valve to the point where the cold water completely turned off. I then proceeded to rotate the hot water valve for a couple of hours to no avail. All the videos I found online of people turning these valves only took a few rotations before they were able to shut off the water. I've lost track of how many times I rotated that valve, and it got to the point where I was physically incapable of turning the valve without a wrench. There's no leak from the valve, and when I tried alternating between turning it counterclockwise and clockwise in an attempt to loosen it up it didn't make a bit of difference. Is there any way I can get the valve to shut off completely without replacing any of the parts under the sink? Any advice is greatly appreciated.

It sounds as if the stem is broken. The main water will need to be turned off, and the valve in question replaced or disassembled and the damaged parts replaced.

Turn the water off at the hot water tank, or at the main as it enters your house. You've got more work than you expected.
