Is it possible to reparing leek at horizontal sweat on 1"x1"x1/2" tee,or is this a complete rip out start over job,All 1" vertical sweat's went fine..it's that 1/2" horizontal sweat at the tee that leeks,This is a well feed with 40 psi,and yes"dripping water was in the 1" vertical" feed...

i would not trust any of those joints. the tee was overheated and the solder job looks terrible. i would redo with a new tee, lots of flux and a better grade of solder..

You CANNOT "fix" the joint. You have to take it apart and redo it.

I would replace that 90 near the bottom of the tank with a tee and boiler drain.
