I have 3 toilets. Each one started to run at about the same time. I didn't have time to check them out. Then the upstairs one stopped flushing/filling. I found that if I turned off the water and back on slowly about halfway at the base of the toilet, water would trickle in and refill the tank. Great, temporary fix I thought! Oh, can't turn water on all the way or it hammers and stops.
Then downstairs toilet stopped filling. That one is strange. If the sink water faucet is on, I can feel water in the braided hose from the shutoff valve, but nothing in tank. Turn the sink off and no more water running through braided hose. I replaced the fill valve. It filled up once and I thought "problem solved". But once is it. It won't fill a second time.
Not sure what to try next. The toilets are all new and were replaced in 2010. Before I replace all the fill valves, I thought I'd ask for suggestions. Seems strange they all had problems at the same time. Maybe I have a bigger problem than just fill valves?

Can you advise us the brand of your toilets........... and the brand of fill valves that you used? The issue could be in the braided hoses too if they were changed recently with .... "No Burst Hoses"

They are American Standard toilets and Fluidmaster 400a fill valves.
On the one toilet that actually worked (just running), when I replaced the fill valve the hose started leaking. Am on my way to HD to buy a replacement for that too. I rent and my landlord bills me for first $200 of all repairs. I'm trying to do my dad proud and attempt to handle it myself. I will admit this is very frustrating.

Make sure you use stainless steel flex lines... without the burst protection and that your stops are functioning properly. Take the 400A back and get new one under warranty. Lastly, read and reread the instructions for installing the Fluid Master Re-Fill valves for a water tight install and proper filling.

The lines were Floodsafe auto shutoff connectors. As you suggested, I picked up replacements that didn't have shutoff. Put them in and that was it!! Thank you so much!
