 Stuck valve/stem on tub faucet

Hi everyone,

I'm trying to change a washer on a leaky faucet in my tub. I can take the handle off no problem, but then I can't get the stem off. I grab the nut at its base with a wrench and the entire faucet assembly rotates rather than just them stem. Any advice is appreciated.

That may be the way it is supposed to work, but without a picture, or at least a make and model we cannot tell you how to do it.
