Under my sink, I am having a hard time shutting off the hot water cut off. The cold turns off fine, but the hot only turns about half a turn, & only reduces, but does not stop the flow. I've tried WD-40, but didn't help much. Tried loosening the phillips screw that hold the handle in place. No help. Any suggestions?

the washer is probably deteriorated and part of it is stuck under the stem.
you will have to replace the washer or valve or find an exact replacement and replace the stem etc.

The problem is inside the valve so ANY spray is useless and the screw on the handle is irrelevant.

If you just want to shut off the hot so you can service a drippy faucet or replace it, try shutting off the cold inlet to the water heater, or shut off the house main. Otherwise, add replacement cost time and materials for a new stop valve to your project.
