I'm having building work done in the house and was being curious as to what this funny looking liquid was and was to busy messing about with the pipe glue to realise the floorboard wasn't in and I fell down it and managed to spill the full bottle of pipe glue in my hair an have tried everything to get it out and really can't and really really need to no how the hell I get this stuff off my hair I did this at 10 o'clock this morning an am only just managing to get it completely off my skin please help me :'(

you can NOT get it out of your hair without injuring yourself
my opinion:
try shaving bald for a 'new look'
next week or next month you and your friends will be laughing about this!

I am not aware of any SAFE solvent that would remove it without hurting you.
So you pretty much have to remove it mechanically, which if you do, probably will end up pulling out most of your hair in the process.
I suggest having someone pull off as much of it as possible, then cut your hair to rid of the rest.
