In my Cellar I have a 35 gal pre-charged tank with a 1/2hp jet pump set with a 30/50 pressure switch. My question is when the pump kicks in at 28lbs, about how long should the pump run to get the tank filled. At times it will run for 15+ minutes to kick off the switch. Any info is appreciated.

Run time is contingent on use. If you are using water while the pump is running it may run the entire time, depending on flow rates. So there is no 'fixed' amount of time for the pump to run, it is determined by pressure (30-50). Other factors that may influence pump run time are friction loss, enlargement of jet nozzle above original size due to wear, pump impeller wear, rust build-up on interior of pump casing, etc.

15 minutes is entirely too long to replenish a 35 gallon tank if there is no water usage in the home at the same time.

Many plumbers do not "do pumps". Call a pump company.
