3 months ago i replaced my electric hot water tank. it worked fine. last weekend i turned off the house water supply to rotate the pressure relief valve 180. when i turned water back on i get the following: downstairs shower and faucet only get to luke warm; upstairs shower only gets to luke warm; upstairs faucet gets to hot; upstairs kitchen faucet gets only cold. Water flow and pressure are the same as before. The tank burners work and get the water very hot (150) when i test at the tank. The faucets are all single handle mixer type. What the hxxx is going on?

We would have to be on-site to test/check your system to make a proper diagnosis. Evidently, the water heater is not at fault since you report that the temperature is adequate there.
