 Should water be coming out of the city cleanout?

So I was headed to snake from the city clean out to the one under my house and I noticed water had been leaking out of it. I went inside and drained the tub and flushed to toilets then rushed outside to see that water was coming out of the clean out at the street. Now I'm thinking this is the city's responsibility and not mine. Thoughts?

It looks like the city section is clogged.

Your lowest floor drain is above the level of this city cleanout?

If you mean the cap, I would say about even. But I just stuck a ten foot piece of conduit down the hole. It went in about six feet and about four feet were wet when I pulled it out.

So the water level is about two feet below the cap? You should be able to see the water if you shine a flashlight into the cleanout.

When water leaked out of the cleanout it overflowed through where the cap fits?

It depends on your city. Here, the pipe is the homeowner's responsibility until it reaches the city main.

hj, the clog was between the city clean out and the sewer. anything in the right of way is their responsibility. although they were real laid back and might have ran the auger toward the house if i'd thrown 'em a few bucks or a beer.
