 Delta Roman Tub faucet installation problem

Bathroom remodel in the works; plumber installed Delta rough in successfully; today he attempted to install our Delta T2753 Vero Roman Tub Faucet Trim and the rough and the spout are not connecting completely, therefore creating a leak. It seems like the spout cannot go down sufficiently for a good connection. The trim is being installed on a deck surrounding the tub. Travertine tile measuring half an inch is surrounding the tub. Trim sits on top of the tile.
Rough in is Delta R2707.
We think we may have received a defective trim unit.

Can anyone help?

if it is defective, delta will send a replacement. if it was installed wrong, the plumber will fix it.

Is the tile set on top of plywood then cement board? Or only plywood the thickness of the plywood may be to thick I found if you partially drill a 2" through the bottom of the plywood to thin it out works.

The tile is set on cement board and the cement board is set on the wooden frame.

WHAT it is set on is immaterial. What is important is that the mounting be at the proper distance so that the spout will attach properly. It has been years since I used a Delta roman tub valve, but if I remember properly, the mounting hub slides over the stub up and secures to it, then the stub is cut to fit before attaching the spout to the hub.
