Hi,
I just moved into my rental home yesterday. My laundry is in the basement. I went to connect my washing machine and instead of seeing the usual drain in the wall to put my hose in I see a pipe hanging above connecting to another big pipe which I assume is taking other water out of the house as well. The end is metal. How do I connect and make a tight seal? Should it be a tight seal? My hose is hard plastic not rubber I can slip over the metal with a clamp. Please help.

that is an ILLEGAL and UNSAFE connection to a 'vertical check valve' which ties in to a sanitary waste pipe
the risk is backflow of raw sewage into your washing machine if/when the check fails/leaks/backflows
if the hookup is part of your lease - have the landlord fix asap
if not, decide if you should moooooove
