We are building a new home in the Dallas Tx area, they have poured the foundation and almost all of the toilet pipes are in the wrong locations. They have jack hammers around all of them to position them where they where supposed to be, they used 45 degree pipe to get back to proper location. I'm concerned that the toilets will not flush as well with these added angles. I can't figure out how to post pics..Thanks for any help.. steve.

A double 45* offset will not affect the toilets at all in their operation and is really the only option you have aside from a lot more demolition.

since they have modified the piping that was inspected, they should call for a subsequent inspection to make sure the modified work passes code. the inspector will tell you if there is a potential problem.
hey, we all make mistakes. let the inspector be the judge..

Would it not be best to lengthen the pipe under then run it straight down into a 90 the right way?

10K now or 50K 'down the road' in repairs and upgrades to replace the junk
(unless you actually have a set of specifications, not just 'go ahead and build it to minimum code')
ps. make sure the slab settles and fully cures for 20-28 days BEFORE framing begins
uh huh - that's how they knew the toilets were roughed out wrong
oops - there's that 'quality' issue again

If a "straight pipe" would be in the right location, but since you say they used 45s that is probably not the case.

They missed slightly and they are now correcting it, no big deal whatsoever. It happens from time to time for various reasons.
Bernabeau is blowing this way out of proportion. Are there no mistakes allowed whatsoever during the whole construction process??? The toilets will drain fine. Telling you to walk away from your new home because they missed their mark slightly on the underground is the most ludicrous thing I have ever heard in my life.
Also, I have NEVER heard of or seen any home builder waiting 3-4 weeks intentionally before they begin framing.

1- they missed a 3" line to the point 45s were needed
2- you have never seen QUALITY construction since concrete shrinks as it cures by 2-4%

Did they explain why they were in the wrong place?
Who was responsible for the errors?
The plans were wrong?
The plumbers misread the plans?
Seems unlikely for everything to be off unless there is some fundamental error, like an incorrect reference point - such as they measured everyhing off a corner and that corner is incorrectly established.
You should be able to get some consideration beyond just corrections.
