 shallow well pump probs

I have a shallow well pump that will not prime just sucks air. The pump system is a old system but a brand new pump was put in. there is no foot valve but there is a check valve in the line to hold the prime. It has worked this way for 40 years. Only thing i can think is the line going down the well is broke or plugged or something. When we fill the tank outside the water fills up the casing pipe so we know its not froze. Need some ideas. we have not changed the pressure tank but that should not have anything to with this prob.

Assuming that you are filling the pump casing full with water, the impeller/diffuser is in good condition (the pump did not freeze during the winter), the nozzle is not partially clogged, etc., then you probably do have an underground/drop pipe issue.
