 Checking for unknown plumbing issue without access to water

Hi all, here is my dilemma. Any suggestions, ideas, & advice would be MOST welcome. My husband & I are trying to buy a house. When we contacted the utility company to turn on the utilities for the inspection, they wouldn't authorize the water to be turned on. Apparently, when they did the Plumbing System Integrity Verification, it indicated some sort of issue. As far as I understand, the system wouldn't pressurize, probably indicating a leak or leaks of some sort. Here's where it gets complicated. We're trying to figure out a solution of getting a plumber out there to check the plumbing, but we don't have the availability to turn the water on. So far, everyone we've talked to says there's nothing they can do. There must be SOMETHING! The house is a HUD, so they are naturally as unhelpful as possible. I can't imagine that this sort of thing hasn't happened before, & someone must know something, or have an idea!!! Please help if you are able!!

Use compressed air to try to locate the leak.

Unless the meter is locked or removed, a plumber can turn on the water for a test. Compressed air will tell you if there is a leak, but can sometimes be difficult to tell WHERE it is.
