The water lever in the tank drops about 2-3 inches every 7 minutes and then running starts for about 15 sec.I have replaced the flapper-that did not solve the problem.I put food color in the tank;it did not enter the bowl until the running started.I sat for 12min with my hand on the flapper and there was no running.Could the flush value have something to do with the problem?I have tried the tank water lever at different levels. Help!

sometimes the replacement flappers are warped/defective. You said pressing on it cured the problem so you probably need a different flapper.

that does not make sense. you said you put food color into the tank and it did not show up in the bowl but if you pressed down on the flapper no water went thru.
if the leak is at the flapper, the food color will show up in the bowl, even if the leak is very small...

There can also be a leak at the flush valve-to-tank gasket. Pressing on the flapper also puts pressure on the flush valve so that it could also stop that leak as well. The leak is usually with the flapper but the flush valve cannot be ruled out until checked.

if the hose from the fill valve is below the water level in the tank, it can syphone out of the tank. just one thing to check.

I hate when that happens......... Toilets are suppose to Flush, not run.
If it is not the fill valve, its the flapper, not mate'ing with the flush base. The reasons vary depending on the flush valve, its age and the type of water you have.
Do it right and you won't have issues.

I was not very clear.There was no leak when I held my hand on the flapper.When I released the pressure on the flapper the dye entered the bowl, but only when the running started.

It COULD happen, but I have NEVER seen it happen in over 60 years and during that time I have probably replace fewer than a dozen flush valves, and never just the gasket.
