We build our house and my hubby did everything. He was a contractor and knows how to do plumbing however, our toilet downstairs takes up to 12 flushes for the toilet to flush. He is at his wits end it's properly vented everything else in the house works 2 other toilets the showers the sinks the washer. Any suggestions??

Sometimes, even a contractor must swallow their pride, after so many attempts to resolve a plumbing issue. We here don't know if his work was inspected and approved before you moved in.
I'd strongly consider having a licensed plumber review all the work that was done to determine the cause and the best resolve.

take a 5 gallon bucket full of water and dump it rather quickly into the toilet.
post back with the results..

5 gallons into a 1.28 or 1.6 gpf toilet tells you NOTHING about whether it will flush properly from the tank.
