if they flush OK then who are we to say??
my problem with cheap toilets is they use plated steel tank to bowl bolts as well as their flush lever and any other metal parts.
I think for low priced toilet, American standard makes a cheap one for sale in the big box store.
as for me, when I want a low cost toilet, I use toto Caruso..

How the bowl is shaped/constructed is the important thing. If the waterway has offsets and turns it will clog more frequently than one with a direct passage. Some toilets have a 90 degree turn at the bottom rear, and then the waste has to go horizontally for a short distance then make another 90 degree turn to drop in to the waste pipe.

Also, the cheapest of the cheap toilets use the "curtain flush" design where the water released from the tank cascades out of the bowl rim in a curtain to evacuate the bowl. The end result is if you're standing too close when flushed, you'll usually get some back-splatter on you. At a minimum, purchase a toilet that uses "siphon jet" flush technology.

I would pick the Mansfield 130/150

its around $60

the pro flo ones have horrible flush/fill valves...look inside the tank and it looks like a kids toy

ive cracked glacier bays putting them in

I would never consider proflo or glacier bay...........if your going to go cheap Mansfield will do just fine...they have blemish issues, but they always work

I have been installing toilets for 15 Years and never got complaints on the TOTO toilets. They make an economical model but expect to spend arond $120. Its worth not taking the plunger out everytime you go.
