Short version, bought my house 1 1/2 years ago, never tried the jets out, tried the other day, one jet has a little bit of a flow, the others basically don't push at all. Opened the panel and found it was leaking when turned on. Took a picture of what i saw spraying water out, looks like something may be missing on top of it? Here is a picture of what it looks like. Shows right inside panel. The T piece that points upward is what the first picture is of. Any ideas? Thanks!! I can provide other pictures if needed, just trying to get this fixed, kinda aggravating.

i can't see anything open in your first picture and the second picture is the same as the first??
have you tried concacting the manufacturer?

All I see are the connections where the pump WAS, but have no idea what could be leaking by just looking at that.

the pump is STILL there. it is in the rear left.
that red object is a non-electric whirlpool heater similar to this..

Not sure if your house is 1-1/2 years old or if you purchased a used home 1-1/2 years ago. How old is the whirlpool itself? What brand?
I do know that some "aged" whirlpools will "brittle up" after sitting idle for years. I noticed a red plastic tube in the first picture. What is that? I agree with others about contacting the manufacturer for qualified techs in your area.

wheelchair, see my post above. that red plastic tube is a non-electric heater.
water moving thru it creates heat.

[imgur.com] Sorry I don't know why both of the first pictures were the same, this is where the water is spraying from, will take a picture of it actively spraying later.
It puts out quite a bit of water though. I plan on contacting a tech or certified plumber, but wasn't sure if it was something small and easy to fix, see what you guys think.

Wheelchair, I've owned the house 1 1/2 years, house was built in 2008. No idea on the use of the jets prior to me purchasing, I know I haven't turned them on since I bought it until the other day. Thanks!

Hmmmm....maybe if I installed 20 of those non-electric heaters on my heat system, I could then shut the burner off and just run the circulators?

looks like a 'plugged' tube to barb adapter which was NOT properly solvent welded or properly plugged or both
the 'blue' area was from the primer and should have been totally even inside the socket
if the leak is out the end of the 'barb' then it needs to be properly 'capped'
either way, no big deal - maybe 1 hr labor charge (usual minimum) assuming no other issues found

I would call the manufacturer and get whoever they use for repairs in your area....most plumbers wont do this work....you need a specialist....and most important someone who specializes in whatever brand name you have
