 tiolet on basement level overflows and bubbles

tiolet in basement level flushes fine but when washing machine drains on main level tiolets bubbles and overflows. i rented a 75 foot drain snake and cleaned the line twice which leads me to believe that the main sewer line is blocked between the house and the road

Yes, or between the toilet and where the sewer exits the house. It could a clog, or a belly in the piping.

That would be the most logical assumption, because the pipe under the floor, inside the house, seldom plugs up.

A sewer camera will resolve all of your questions... once the line is cleared. How big was the cutter head you used with the rental unit?
