My outdoor spigot is extreemly difficult to turn off. It is less than a year old, but will leak if not forced when turning off. It is a Woodford 17 frostless system.

All in needs is a 30 cent washer. Turn the water off, back the packing nut out as you're turning the handle counterclockwise, pull the entire stem free from the faucet. Remove brass screw at the very end of the stem, replace washer and reinstall stem.
