 Ariston Water heater problem - no out flow

The hot water outlet of my water heater does not supply water (hot or cold).
It looks like the storage tank does not get full enough for the water to come out through the hot outlet pipe. I was thinking of replacing the cold inlet check valve.
Can anyone advise me on what could cause no-flow from the hot outlet so that I don't replace wrong parts?
I also tried to connect the water inlet without the check valve but I still cannot get the water to come out from the output after more than 5 hours.

I notice that this problem comes up anytime there is no supply to the water heater. Even after the inlet supply is restored, there is still no flow from the output.

I think your answer may lie in what you are not telling us? Why was the supply shut off to the unit originally? Are you sure supply has been restored? Did you break the supply valve in the closed position?

Yes, the supply has been restored. Water flows into the inlet of the water heater. the problem is that it does not flow out from the outlet.

The supply was cutoff initially because the overhead tank (about 600 gallons capacity) got empty (I have a borehole that supplies water to this tank - I am planning to install a level controller switch that automatically activates the water pump whenever the water level is low - The pump is manually activated currently).

If you have verified you are getting water to the unit, I suggest you call a plumber. The manual does not show any "user servicable" parts that could create the problem you are describing.
