 Electrical surge

I am trying to diagnose what I believe is a plumbing issue. I have a septic system and am operating on a well. The house was built in 1954-57. Whenever water is in use throughout the house, either the toilet flushed, the sink turned on, the washing machine on the fill or rinse cycle; I can hear something electrical kick on and the kitchen sink vibrates (not violently). It lasts about 10-20 seconds. I have ruled out the hot water heater as it does this when the cold water is in use, I have ruled out the well and well-pump as I have just had them replaced to include a new well being drilled (and the issue was there prior to and remains). I have yet to check one last thought and that is to see if it happens when I run the water from the faucets out in the yard. I appreciate any thoughts or recommendations. Thank you -

Even if you had a new well drilled and new pump installed, it could still be the pressure switch you hear click on and entrance pipe vibrating against a floor joist.

The sound may also be the check valve vibrating. Was this replaced when the new pump was installed. With out an in person inspection it is hard to tell you what is causing the noise..

Try doing just a hot load in the washer and see if it does it. Maybe it's pipe rattle when the cold water is being used. You say the toilet sets it off also. What about using sinks? I know you say you hear electrical kick on, but it's just a thought.
