I know you're supposed to solder in ball valves on copper with the valve open to let the pressure out. But, to get the water turned on in my house more quickly, would it be OK to solder on the incoming side of the valve first, turn the valve to the off position, turn on the water in the house, and then finish my work soldering in the outgoing side of the shut off valve (where I have other copper work to do as well) as long as I had a faucet open down stream to relieve the pressure that would build up?

No, to your first question. Do it right the first time and have peace of mind.

I didn't know you are not supposed to sweat a ball valve with pressure on one side of it. What is the risk? Heating the water and causing expansion?
I'll do mine dry from now on.

Get the soldering, at and near the ball valve done. Soldering one side of the valve vs. both sides takes a couple minutes more time.

Now that statement I can understand, BUT I cannot understand why you said it. It is usually easier to solder one side and turn the water on to test the joint in case of a leak, than to make both sides and have to take it apart to fix a leak.

Believe me. You do NOT want him to go into a tedious explanation that will be completely undecipherable.
