Running means refilling every 3-5 minutes? The flapper on the flush valve is dirty or defective. The flush valve is what fills the toilet with water when you flush. The mating bond between the flapper and the flush base is defective and allowing trace amount of water to empty into the bowl. When that happens the level of the water lowers and requires a refill. You can prove this with 2 oz of food coloring.

Depending on its age, it might be the flapper or the entire flush valve.

wheelchair is correct. but, even though the possibility of his making an error is one in a million, put some food coloring into the tank water and watch for it seeping down into the bowl.

Turn off the water to the toilet and let it set for a few hours. If the water goes down to a certain level and stops, then the small refill tube from the fill valve is stuck too far down into the overflow pipe. If it drains all the way to the bottom, the flapper is defective and needs to be replaced.
