Hello, amateur/newbie DIY'er here, appreciate any help!
RE: Our bathroom sink (separate hot and cold faucet handles).
The cold water handle became more and more difficult to turn over the course of a month or two and now, is basically stuck. You would have to crank on it with two hands to turn it, and water doesn't come out. Brushing teeth with hot water is the best, but I'd love to fix this without a plumber.
I bounced around youtube watching videos, but none seem to address my situation that I can find. I took the handle off and sprayed WD40 over what I suppose is called the "valve stem" (see linked picture). That didn't do anything, I suppose the problem is in the valve or stem itself, but I do not know what to do next. I tried to pull up on the valve stem with pliers, but not too hard, as I'm not sure if that is the right thing to do. I took the screw out of the valve stem (see picture - I am not sure what this screw does).

Any help on next steps would be greatly appreciated!

Given your level of expertise, YOU probably should do nothing, except call a plumber. You probably need a new "cartridge", assuming the manufacturer is still in business, but which one you need is impossible to tell without seeing the old one.

WD-40, is designed to displace water or moisture, not lube. Your stem must be completely disassembled and inspected for mineral build-up. You are on exposing the top splines in your picture. You may have agressive water with lot of minerals. What brand of faucet do you have?
Vinegar, is better then WD-40.

Probably a ceramic stem they tend to do that. Shut water off under sink. Be sure the angle valve is functioning and the water is truly off. The top collar probably unscrews and exposes the top of the stem. You can put a crescent wrench or socket to remove, but make sure nothing underneath the sink is turning also. Take stem to get match. If you are not comfortable get a plumber. Should be a pretty easy fix.
