 Possible venting issue

Hi,

I have what I believe is a venting issue but I wanted to confirm the problem before planning anything. I just moved in an old house and when I plugged the dishwasher in I started to have some issue with burbling toilets. The previous owner had his dishwasher drain put directly in an open pipe with a little duck tape so that it doesn't pop out. I wanted to do things correctly so I put a little cap on the top of the drain pipe with a plug for the dishwasher drain. That's when I started noticing burbling in the toilets and toilets not flushing properly (i.e. filling then slowly draining).

I suspect the venting since there don't seem to be any (!!!!!!!!) so I believe that this pipe was the venting. As soon as I unplug the dishwasher drain, everything went back to normal.

Basically, I want to know if my diagnostic is more or less ok!

if it is a vent pipe for the toilet, it shuold not be open to the inside of the house. sewer gas will escape into the house.
just why the end can be duct tape shut and the toilets worked OK is a mystery since doing what you did doesn't change the air flow.
also just dumping the dishwasher into a toilet vent should not make any difference to the venting.
you could try running a snake down the open vent to see if there is a partial obstruction.
after that, run the vent up thru the roof or tie it into an available vent stack.
