I am in the process of remodeling my kitchen, and one of the changes we are making is moving the sink, which involves running new copper lines for hot and cold water. I shutoff the main, turned all faucets on, and shut down the water heater. However, the cold water supply never fully drains. I drained about 20 gallons of water, and it probably never would have stopped. I finally grabbed a sharkbite from Home Depot to close off the line. Is this normal, or does in mean that the main shut off valve is leaking? Anybody have alternative solutions? Thanks for the help.

i does sound like the main is not shutting off.
the real answer is to repair or replace the main shutoff.
you may be able to cut in a new sharkbite ball valve on the house side of that faulty valve, leaving it in place and in the open position.

Check out Jomar's "Add A Valve" as a temporary shut off.

if its a gate valve try using a channel locks to give it just a bit more....that may stop the leak

I watched the youtube video, very impressive product. However, there is a warning at the end of the video that the product is a one-time use only. I am looking for more of a permanent on/off replacement. But thanks for the recommendation.

I believe "one time" means that once installed... it stays. It can NOT be removed and used elsewhere later.
The main shut issue should be resolved before you do any other construction.

That is an expensive and time consuming process for a "one time operation valve" and would only be necessary in the most extreme situations, NOT what this person has.

HOW? Unless you have some way to plug the two holes in the pipe. It is designed to shut off the flow so you can install the "operating valve" and then open the "add a valve" and leave it open.

That is also a very good way to snap the stem so it will NOT open again.

I just hope the crappy gate valve opens back up for you . If you can gain access to the water meter try turning it off there

If the main shut off is a gate valve (I am not talking about the meter plug valve) - Before operating, clean the visible part of the valve stem of dirt/crud/etc. Turn the valve to a "almost" closed position and open up the nearest outside hose bibb valve to allow flushing out the gate valve's bottom seating groove. Partly open and close the valve several times with downstream valve/s open to cause flush action. This "may" allow the valve gate to seat firmly. During operation do not apply extreme force. Operation of valve may cause the gate valve to have a packing leak problem. If so, back open the valve slightly and tighten the packing in increments (1/8 turns), just enough to stop the leak - do not tighten packing with valve in fully closed or open position. If you replace a gate valve here - replace it with a flull flow ball valve.
