As far as I know, the final connect must be done by a qualified gas fitter. The choice is local persons or the gas company. It seems a lot when the cost disqualifies the purchase for the removal of a plug. I am/was a welder and did a lot of gas connections to automated cutters, but this seems ridiculous when the final connect is blocked by a seized plug.

After the meter or from the LP tank, it is the plumbing inspector. Ahead of the meter it is the gas utility, under the auspices of the Corporation Commission.
